The 4 Phases of Emergency Management
· Mitigation-activities that are designed to avoid or prevent disaster from occurring, and to reduce the ill effects of those that are unavoidable.  This is the best and least expensive form of emergency management.  A good example of mitigation is prohibiting development in floodplains.

· Preparedness-plans or procedures designed to save lives and to minimize damage when an emergency occurs.  Planning, training, and disaster drills are the essential elements of preparedness.

· Response-actions taken to save lives and prevent further damage in a disaster or emergency situation.  Response is putting preparedness plans into action.  Response activities may include damage assessment, search and rescue, fire fighting and sheltering victims.

· Recovery-actions taken to return the Hospital to normal following a disaster.  Repairing, replacing, or rebuilding property are examples of recovery.
