EMERGENCY RESPONSE PLAN (Integrated Internal & External Disaster Plans)
It is the policy of Jefferson Regional Medical Center Association to be prepared to respond to a variety of emergencies and disasters, with the goal being to keep all persons safe and secure while maintaining a functional facility.

 SECTION 2:  PURPOSE

The Emergency Response Plan is an integrated plan to be used as a guide in the event of a disaster or other situation which jeopardizes the safety or health of person(s) upon the property of the facilities, or a community disaster which stresses the resources of the facility.

While the Plan provides clear, concise guidance on actions to be taken to mitigate the effects of a disaster, an effective response can only be accomplished when experienced managers and employees respond in accordance with this Plan and use their own good judgment.

Although many instances will not require the full scale implementation of the ERP, every response should reflect the guidelines outlined herein.  For example, hospital employees will be called on throughout the year to respond to disaster situations (severe storms,  smoking trash cans, for example).  Even though a particular incident may seem insignificant, the response should always follow these guidelines.

This ERP does not specifically address all potential disasters, however; it does address those situations which are most likely to occur to the facilities or cause staffing level concerns.  

This ERP has been systematically developed to emulate the Incident Command System used by Emergency Response Personnel (Fire, EMT, Police etc.).

The policy is broken down into Annexes and Appendixes to allow for easier use and updating.

V. The 4 Phases of Emergency Management

· Mitigation-activities that are designed to avoid or prevent disaster from occurring, and to reduce the ill effects of those that are unavoidable.  This is the best and least expensive form of emergency management.  A good example of mitigation is prohibiting development in flood plains.

· Response-actions taken to save lives and prevent further damage in a disaster or emergency situation.  Response is putting preparedness plans into action.  Response activities may include damage assessment, search and rescue, fire fighting and sheltering victims.
